Ask the Judge, 09/28/2005
Rules Tip of the Day: There are no effects that can change the converted mana cost of a card. There are plenty or effects which change what you pay when you play a spell, but this does not change the converted mana cost of a card.
Q: Can I tap a creature that has been enchanted by Faith's Fetters to pay a Convoke cost?
A: Yes. The Convoke ability is an ability on another card, and it is not an activated ability. The fact that this enchanted creature cannot use its own activated abilities will not stop you from tapping it to reduce the cost of a Convoke spell.
Q: When I attack with my Frenzied Goblin, can I pay the cost more than once in order to prevent multiple creatures from blocking?
A: No. That ability will trigger just once when Frenzied Goblin attacks. When it goes on the stack you can choose a single creature. When it resolves you can choose to pay the cost to prevent this targeted creature from blocking.
Q: My opponent has a Crown of Convergence in play and plays Telling Time. Do I get to see these three cards of his library?
A: No, unlike the similar Brainstorm, these three cards are not drawn. When Telling Time resolves he will look at all three cards and they will technically be in his library when doing so. You'll only be able to see a new card if he chooses to put the card that was previously the top card of his library in his hand or on the bottom of his library.
Q: I deal combat damage to my opponent with a Mindleech Mass. Can I choose to Transmute a card that is in his hand?
A: No. Mindleech Mass's ability allows you to play a nonland card in his hand; you are not given the option of playing the activated abilities of a card in his hand.
Q: I have Squandred Resources. What happens if I sacrifice a Taiga: do I get a red and a green mana, or do I have to choose?
A: Squandered Resources only allows you to add a single mana to your mana pool. If you sacrifice a land that can produce several different types, you add just one mana to your mana pool of your choice.
Q: Pithing Needle's naming a card ability looks triggered. Can I Stifle it, as I might a Storm ability?
A: No, Pithing Needle does not have a triggered ability. Triggered abilities all use the words "when," "whenever," and "at". That ability is a static ability that is applied as the Needle comes into play. You cannot Stifle this ability.
Q: I have a question about the Unglued cards Jumbo Imp. During the turn that I bring Jumbo Imp into play, do I roll a six-sided die at the end of my turn and take off that many +1/+1 counters or do I not do that until the turn after I bring him into play?
A: Yes, you will roll a die at the end of any turn in which Jumbo Imp is in play, including the one that it came into play.
Q: Regeneration is listed as a destruction-replacement effect via rule 419 in the Comprehensive Rules. Can Brown Ouphe counter Regeneration? Is it still an activated ability in some way?
A: First of all, abilities create effects, so it is an activated ability can generate a replacement effect. Most abilities that create regeneration effects are activated abilities. While you cannot counter the regeneration effect with Brown Ouphe's ability, you can counter the ability that would create the effect, as long as the source of the ability is an artifact.
