Rules Tip of the Day: A spell or ability is only countered on resolution if ALL of its targets are invalid (rule 413.2a). If it doesn't have targets, this rule doesn't apply. If it has multiple targets, it will still resolve with regard to the legal targets.
Q: Can I use an Ion Storm to remove the depletion counters from Decree of Silence?
A: No. The counters on Decree of Silence are depletion counters. Ion Storm can only remove a +1/+1 or a charge counter. Counters can have many different names. Only identical matches are interchangeable.
Q: I control Bringer of the Red Dawn and my opponent controls Greater Harvester. At the begining of my upkeep I take control of the Harvester. Will I have to sacrifice one of my permanents or not?
A: Not. The time for putting beginning of upkeep triggered abilities on the stack has passed. You won't need to sacrifice anything.
Q: Can I play a Morph creatures face down with an Aether vial with 0 counters?
A: No. You're not playing a creature with AEther Vial, you're putting it into play. You can only play a Morph creature face down by announcing it as a spell.
Q: If I have two Spawning Pit in play and I sacrifice a creature can I put a counter on both?
A: No. Spawning Pit has an activated ability, the cost of which is sacrificing a creature. You can only activate one or the other.
Q: Will Relentless Rats cause Kavu Lair to trigger?
A: I assume you mean either a bunch of Rats coming into play at the same time or one Rat that's at least 4/4. If so, then yes. If there are two Relentless Rats in play already, the third one will come into play as a 4/4; it won't come in as a 2/2 and then change. Continuous effects apply to permanents as they're coming into play.
Q: I have two Dross Golems in play. One is equipped with Lighting Greaves. If Echoing Truth is played targeting the non-equipped one, would both creatures be returned to my hand, or just the non-equipped one?
A: Both. Echoing Truth has only a single target. The other permanents affected aren't targeted by the spell.
Q: Suppose my opponent has a creature equipped with Leonin Bola, and I have a Quicksilver Elemental. Can my Elemental target the creature equipped with the Bola, then tap a creature? And by doing so, would it unattach the bola from my opponent's creature?
A: Yes, yes, and yes. Leonin Bola grants an ability to a creature, which can then be copied by Quicksilver Elemental. When you activate the Elemental-copied ability, you have to pay the cost: tapping the Elemental and unattaching (even if you don't control it) the Bola that granted the ability in the first place.
Q: If my opponent attacks with a creature equipped with Scythe of the Wretched and I block with the Shivan Phoenix, do I get the creature back in my hand or does my opponent gain control of it?
A: When Shivan Phoenix goes to the graveyard, you have two triggered abilities, its own and the one from the Scythe. You put them on the stack in APNAP order, so Scythe goes on first and then Phoenix. The Phoenix goes back into your hand, and then Scythe can't find it in your graveyard, so nothing happens. It stays in your hand. Note that Shivan Phoenix (and Weatherseed Treefolk) have triggered abilities; don't confuse them with cards like Serra Avatar and Darksteel Colossus, which have replacement effects. Avatar and Colossus won't go to the graveyard, so they wouldn't trigger Scythe of the Wretched.
