Rules Tip of the Day: While you are able to purchase Saviors of Kamigawa starting tomorrow, you cannot use those cards for sanctioned constructed tournament play until June 20th. However, as US, Canadian, Australian and New Zealand Regionals are just 5 days after that, you will be able to use them then.

Q: Can I name Glacial Ray as my Pithing Needle comes into play to prevent my opponent from splicing Glacial Ray onto any Arcane spells?

A: No. Splicing the text from one card onto a spell is not an activated ability. Splice is a static ability that is only applicable when you play a spell that can be spliced onto.

Q: If I am playing with Hired Muscle/Scarmaker, can I flip Hired Muscle at the end of any turn that it has two or more counters on it, or can I only flip it on a turn that I have put a counter on it?

A: You can flip Hired Muscle (and the other flip cards like it in Betrayers of Kamagawa) at the end of any turn as long as it has two ki counters on it. It is not prohibited to only flipping on turns in which it gained a counter.

Q: I play a copy of Neverending Torment, which my opponent counters with Ertai’s Meddling. The countered Neverending Torment is removed and two counters are put on it. The next turn I play another copy of Neverending Torment. When the last counter is removed from the countered Neverending Torment, can it go on the stack? Or does the Epic ability prevent it from being replayed?

A: First of all just to clarify, Ertai’s Meddling does not counter anything. It removes the targeted spell from the stack without countering it. Anyway, when the last delay counter is removed from Ertai’s Meddling it is put on the stack without being played. This means that the Epic ability from the other Neverending Torment you played will not prevent this other one from going on the stack. Then in each successive turn you will get two copies of the Neverending Torment put on the stack.

Q: If my opponent plays Shifting Borders (an Arcane spell), and exchanges control of two of his lands for my Boseiju Who Shelters All and another one of my lands, can I play Sideswipe in response and make my opponent exchange two of his lands for two different lands I control other than my  Boseiju and my other targeted land?

A: First of all, a single Shifting Borders does not exchange control of four lands, it targets only two lands. In order for your opponent to try and exchange control of two lands he controls with two you control he would have to play Shifting Borders and splice on another Shifting Borders.

That being said, yes you can do what you want. In fact you can change the targets of this Shifting Borders so it only targets lands your opponent controls. If you do then when Shifting Borders resolves it will be unable to make an exchange so nothing will happen.

Q: Can I play 4x Brothers Yamazaki A and 4x Brothers Yamazaki B in a constructed deck?

A: No. These cards may have different art and slightly different collector numbers, but they are still considered the same card because they have the same name. You are only allowed to use a total of four cards named Brothers Yamazaki in a constructed deck, regardless of the image on the card.

Q: If you splice Evermind onto Peer Through Depths can the card you draw with Evermind be one of the 5 cards you are looking at with Peer?

A: No. When you resolve this spell the first thing you do is carry out the Peer Through Depths instructions. When you do you will look at these 5 cards, reveal an Instant if you choose, put this Instant into your hand if you do, and then put these five cards on the bottom of your library. Then you will deal with the Evermind spliced text and draw a card. The card drawn will be the sixth card from the top of your library, and not one of the top five.

Q: With Ground Seal in play, can I play Gaea's Blessing, targeting zero cards, to draw a card? If I can't now, was there a time when I could have?

A: Yes you can do that, but only if you choose to target zero target cards in this player's graveyard.

Q: If a Shahrazad sub-game ends while there are spells on the stack (eg: I play a creature and my opponent bolts me in response), where do these spells go? Are they removed from the game (like Time Stop would do with spells on the stack) or are they shuffled back with the rest of the sub-game.

A: Cards on the stack will be shuffled back into their owner's libraries when a sub-game ends. Time Stop only removes spells from the stack because it specifically says so.
